There are several distinct types of muscle failure: concentric failure, where you can't lift the weight; technical failure, where the movement pattern degrades significantly; relative failure, which involves leaving a certain number of reps in reserve; and momentary versus total failure, where momentary failure refers to a single set while total failure involves multiple systems being compromised by fatigue.
